Grupa Azoty to Expand Business Potential of Police Seaport. Over EUR 33 Million in EU Funding Secured for Port Investment

The funding from the European Climate, Infrastructure and Environment Executive Agency (CINEA) to support the construction of a railway hub and related technical infrastructure as part of the development of railway line no. 437 to the Police Seaport. The total value of the project, managed by the Police Seaport Authority (ZMPP), exceeds EUR 48.3 million. The project aims to improve the port’s accessibility from both land and sea, while also increasing its cargo handling capacity. This initiative aligns with Grupa Azoty's strategic objectives to enhance the business importance of its port infrastructure. The project is expected to be completed by the first quarter of 2028.

The Police project was selected under the Connecting Europe Facility (CEF) for the 2021-2027 financial framework.

“We see tremendous potential in the port infrastructure not only for Grupa Azoty but for the entire chemical industry and potential business partners from other sectors. We also want to play a role in European offshore wind farm projects by serving as a logistics hub. We are steadily implementing projects that enhance the attractiveness of the Police Port,” emphasized Andrzej Dawidowski, Vice President of the Management Board of Grupa Azoty S.A. and President of Grupa Azoty Police. “The port's strategic location allows it to accommodate ships with a draft of up to 11 meters. Its global significance will grow with the completion of the railway siding and other ongoing investments aimed at increasing bulk and liquid material handling capacity. We are in the final stages of negotiations with large entities looking to invest in our land to build their own transshipment bases. The port’s location and the addition of railway infrastructure will significantly reduce transportation costs for investors, not just from Poland,” Dawidowski added.

The investment at Police Port is being carried out in collaboration with PKP Polish Railway Lines S.A., with each party financing its respective part of the project. ZMPP’s portion will be funded through a combination of EU funds and its own resources, while PKP PLK’s part will be financed by the state budget. A tender for construction works has already been announced jointly.

By the first quarter of 2028, the Police Seaport Authority is required to complete the construction of the railway hub and technical infrastructure, including approximately 6 km of tracks and 2.82 km of internal roads, as well as a control tower and a railway traffic control system. The project also includes the construction of departure and arrival tracks, loading tracks, some of which will be electrified, and parallel roads to the tracks. Additional work will involve upgrading stormwater pumping stations and fire protection systems to safeguard the tracks from flooding and enhance fire safety.

“The signing of the grant agreement is a crucial milestone in the history of Police Port. The addition of railway infrastructure will significantly boost the port's importance and capabilities. With the planned construction of the Western Bypass of Szczecin, we will become a mini logistics hub, integrating various modes of transport at Police. The European Commission's decision to grant support—first for design and now for project implementation—confirms the project's importance not only for Grupa Azoty but also for the Polish economy,” said Dariusz Budzik, President of the Police Seaport Authority.

Currently, rail freight services operate only to the Police Chemia station, which serves Grupa Azoty Police. The planned infrastructure expansion will, for the first time, enable direct rail transport of goods to the port. This new investment will create conditions for more efficient transport of raw materials and cargo,

significantly strengthening the port's competitiveness and contributing to the development of environmentally-friendly rail transport.

The company has once again been selected as a beneficiary of EU funding. In 2022, nearly EUR 1.74 million was allocated for feasibility studies for two tasks: the construction of the railway hub for Police Port with the necessary technical infrastructure, as well as the development of project documentation for improving land access to the terminal and the construction of universal heavy-duty berths in Police.
